Dr. Amber Hroch is the Dean of Institutional Effectiveness, Research, Planning, and Grants at Cerritos College, where she leads efforts in institutional research, planning, and grant development. She previously served as an adjunct faculty member in the Rossier School of Education at the University of Southern California, where she taught courses in Research Methods and Data Analysis.

Dr. Hroch brings more than 13 years of higher education research experience, including over nine years within the California Community Colleges system, focused on institutional effectiveness and student success. At Cerritos College, she oversees federal and state reporting, facilitates campuswide planning initiatives, and supports data-informed decision-making through her leadership of the college’s data coaching program. She also chairs the Institutional Review Board and actively contributes to multiple campus committees that advance equity, innovation, and continuous improvement.

Dr. Hroch earned her Bachelor of Science from the University of California, Santa Barbara, a MEd in postsecondary administration and student affairs from the University of Southern California, and both a Master of Arts and a PhD in higher education and organizational change from the University of California, Los Angeles.
