Dulce Delgadillo

Regional Representative (2024-2026)

Dulce Delgadillo serves as the Director of Institutional Research and Planning at North Orange Continuing Education (NOCE), one of only two standalone noncredit institutions within the California Community Colleges system. Her team plays a key role in helping faculty, staff, and administrators understand noncredit data to drive equitable decision-making. She also oversees the California Adult Education Program (CAEP) Technical Assistance Provider, a statewide initiative funded by the Chancellor’s Office Workforce and Economic Development Division that supports K–12 adult schools and community colleges across CAEP consortia.

Since 2019, Dulce has chaired the statewide Noncredit Regional Research Group, and she has served on the RP Group Board since 2023, first as a member at large, then voted on as the Orange County Regional Representative. In 2023, she began co-chairing the Vision 2030 Noncredit Metrics Subworkgroup and was tasked with developing a proposal for systemwide noncredit metrics. In 2025, she began serving as an IRPE representative on the State Chancellor’s Office Data Governance Advisory Workgroup. Her statewide leadership has been pivotal in advancing noncredit visibility and aligning metrics across educational systems.

Before transitioning to institutional research, Dulce worked in community-based research and capacity building with organizations such as The California Endowment, The James Irvine Foundation, and Homeboy Industries, focusing on data-informed approaches to serve underserved populations.

In 2020, she and her three sisters—all educators—founded Sisterhood for Equity Consulting, a firm dedicated to advancing equity research and professional development in education. From 2015 to 2025, Dulce also served on the Board of Directors for Whittier’s Women’s & Children’s Crisis Shelter, including terms as Treasurer and President.

Dulce holds a BA in psychology from Occidental College and a Master’s in Public Policy from the University of California, Los Angeles.
