Dr. Rachel M. Miller has a career in higher education that spans two decades, both in and out of the classroom. Her professional experience includes 13+ years of teaching and conducting psychological research at the community college, state, and university levels. In 2016, she entered the field of institutional research, planning, and effectiveness, and currently works as a Research Analyst at Palomar College. In this role, Dr. Miller supports educational and facilities planning, special programs and initiatives, accreditation, institutional effectiveness, student equity, survey administration, and grant development.

In 2021, Dr. Miller was awarded the Administrative Association Employee of the Year for her work on Palomar College’s accreditation process. She is a co-planning member of the Sexual Orientation and Gender Identities (SOGI) Coalition, an advocacy group of LGBTQ+ and allied educators. She earned bachelor’s degrees in psychology and French from Purdue University Calumet, and her master’s degree and doctorate in cognitive psychology from the University of California, Riverside. In July 2025, she started serving as the San Diego/Imperial County Regional Representative on The RP Group Board.
